ໃນວັນທີ 21 ກຸມພາ 2024 ທີ່ ນະຄອນຫຼວງວຽງຈັນ, ກອງປະຊຸມຄະນະກໍາມະການພັດທະນາຕະຫຼາດທຶນອາຊຽນ (ASEAN Working Committee on Capital Market Development: WC-CMD) ໄດ້ໄຂຂຶ້ນຢ່າງເປັນທາງການ ທ່າມກາງບັນຍາກາດການເປັນປະທານອາຊຽນຂອງ ສປປ ລາວ ໃນປີ 2024. ກອງປະຊຸມດັ່ງກ່າວ ເປັນປະທານຮ່ວມໂດຍ ກະຊວງການເງິນ ບຣູໄນ ແລະ ຄະນະກໍາມະການຄຸ້ມຄອງຫຼັກຊັບ ຟິລິປິນ ຊຶ່ງມີຜູ້ເຂົ້າຮ່ວມຈາກບັນດາ 10 ປະເທດສະມາຊິກອາຊຽນ, ກອງເລຂາອາຊຽນ (ASEC) ແລະ ປະເທດຕີມໍເລສເຕ ໃນນາມຜູ້ສັງເກດການ.

ກອງປະຊຸມ ໄດ້ຮັບຟັງການລາຍງານ ແລະ ປຶກສາຫາລື ແລະ ມີມະຕິຕົກລົງເປັນເອກະພາບຕໍ່ບັນຫາຕ່າງໆ ເປັນຕົ້ນ: ຮັບຟັງການລາຍງານຄວາມຄືບໜ້າຂອງມະຕິກອງປະຊຸມຂອງປະຊາຄົມເສດຖະກິດອາຊຽນ ພ້ອມດຽວກັນນີ້ ໜ່ວຍງານຮັບຜິດຊອບຄົ້ນຄວ້າການເງິນຍືນຍົງ ຂອງ WC-CMD ກໍ່ໄດ້ລາຍງານຜົນສໍາເລັດ ແລະ ຄວາມຄືບໜ້າຂອງວຽກງານທີ່ໄດ້ຈັດຕັ້ງປະຕິບັດໃນໄລຍະປີຜ່ານມາ ຮ່ວມກັບກອງປະຊຸມການພັດທະນາຕະຫຼາດທຶນອາຊຽນ (ASEAN Capital Markets Forum: ACMF) ໂດຍສະເພາະ ການພັດທະນາບົດແນະນໍາການເງິນໃນໄລຍະຂ້າມຜ່ານຂອງອາຊຽນ (ASEAN Transition Finance Guidance), ການສຶກສາຕະຫຼາດກາກກາກບອນແບບສະໝັກໃຈ (Voluntary Carbon Market Study) ແລະ ການພັດທະນາການກໍານົດໝວດກິດຈະກໍາສີຂຽວຂອງອາຊຽນ (ASEAN Taxonomy) ຊຶ່ງໄດ້ມີການເຜີຍແຜ່ ASEAN Taxonomy ສະບັບທີ 2 (ສະບັບປັບປຸງ) ໃນວັນທີ 19 ກຸມພາ 2024.

ກອງປະຊຸມໄດ້ດໍາເນີນເປັນເວລາເຄິ່ງວັນ ດ້ວຍບັນຍາກາດອັນຟົດຟື້ນ ແລະ ບັນລຸໝາກຜົນອັນຈົບງາມຕາມຈຸດປະສົງຄາດໝາຍໄວ້. ພ້ອມນີ້, ຄະນະກໍາມະການຄຸ້ມຄອງຫຼັກຊັບ ສິງກະໂປ ແລະ ຄະນະກໍາມະການຄຸ້ມຄອງຫຼັກຊັບ ກຳປູເຈຍ ກໍ່ໄດ້ສະແດງຄວາມຍິນດີຕໍ່ກອງປະຊຸມ ທີ່ຈະໄດ້ຮັບໜ້າທີ່ໃນການເປັນປະທານຮ່ວມຂອງ WC-CMDໃນສົກປີ 2024 – 2026. ຜົນຂອງກອງປະຊຸມຄັ້ງນີ້ ຈະໄດ້ນໍາໄປລາຍງານໃນກອງປະຊຸມຄະນະກະກຽມເນື້ອໃນໃຫ້ແກ່ ຮອງລັດຖະມົນຕີການເງິນ ແລະ ຮອງຜູ້ວ່າການທະນາຄານກາງອາຊຽນ (AFCDM-WG) ໃນວັນທີ 23 ກຸມພາ 2024 ນີ້ ແລະ ຄະນະກໍາມະການອາວຸໂສລະດັບສູງອາຊຽນ (Senior Level Committee: SLC) ທີ່ຈະຈັດຂຶ້ນໃນວັນທີ 7 ມີນາ 2024 ທີ່ ນະຄອນຫຼວງວຽງຈັນ, ສປປ ລາວ.

On the 21st February 2024, Lao PDR successfully hosted the ASEAN Working Committee on Capital Market Development (WC-CMD) in Vientiane under the Lao PDR’s Chairmanship of ASEAN 2024. This meeting was co-chaired by the Ministry of Finance and Economy of Brunei Darussalam and the Securities and Exchange Commission Philippine and was attended by delegates from 10 ASEAN Member States (AMS), representatives of ASEAN Secretariat (ASEC), the Sustainable Finance Institute Asia (SFIA) and Timor-Leste as ab observer.

During this meeting, various topics were updated, discussed and agreed including an update on the outcomes of several meeting under the ASEAN Economic Community (AEC). Additionally, the Sustainable Finance Working Group of WC-CMD updated the meeting regarding the outcomes and progress of its work in collaboration with the ASEAN Capital Markets Forum (ACMF) during the last year, particularly focusing on the ongoing development of ASEAN Transition Finance Guidance, Voluntary Carbon Market Study and ASEAN Taxonomy Version 2 (updated version), which was effective and released on 19th February 2024.

The WC-CMD meeting was successfully finished within half of a day, with joyful and fruitful discussion. On this occasion, the Monetary Authority of Singapore (MAS) and Securities and Exchange Commission of Cambodia (SERC) had expressed their gratitude to assume the next Co-chair of WC-CMD from 2024-2026. The outcomes of this meeting will be reported to the AFCDM-WG on 23rd February 2024 and the Senior Level High Committee (SLC) on 7th March 2024 in Vientiane, Lao PDR.
