ໃນວັນທີ 22 ກຸມພາ 2024 ທີ່ ນະຄອນຫຼວງວຽງຈັນ, ກອງປະຊຸມຮ່ວມ ຄະນະກໍາມະການພັດທະນາຕະຫຼາດທຶນອາຊຽນ (ASEAN Working Committee on Capital Market Development: WC-CMD) ແລະ ຄະນະກໍາມະການຕະຫຼາດທຶນອາຊຽນ (ASEAN Capital Market Forum: ACMF) ໄດ້ໄຂຂຶ້ນຢ່າງເປັນທາງການ ພາຍໃຕ້ການເປັນປະທານອາຊຽນ 2024 ຂອງ ສປປ ລາວ. ກອງປະຊຸມຄັ້ງນີ້ ເປັນປະທານຮ່ວມ ໂດຍ ສໍານັກງານຄະນະກໍາມະການຄຸ້ມຄອງຫຼັກຊັບລາວ ໃນນາມປະທານ ACMF ແລະ ກະຊວງການເງິນ ບຣູໄນ ແລະ ຄະນະກໍາມະການຄຸ້ມຄອງຫຼັກຊັບ ຟິລິປິນ ໃນນາມປະທານຮ່ວມ WC-CMD ພ້ອມນັ້ນ ກໍມີຜູ້ເຂົ້າຮ່ວມຈາກບັນດາ 10 ປະເທດສະມາຊິກອາຊຽນ, ກອງເລຂາອາຊຽນ (ASEC), ທະນາຄານພັດທະນາອາຊີ (ADB), ສະຖາບັນການເງິນຍືນຍົງອາຊີ (SFIA) ແລະ ອົງການຈັດຕັ້ງສາກົນ.

ກອງປະຊຸມ ໄດ້ຮັບຟັງການລາຍງານ, ປຶກສາຫາລື ແລະ ມີມະຕິຕົກລົງເປັນເອກະພາບຕໍ່ຫຼາຍບັນຫາ ເຊັ່ນ: ຄວາມຄືບໜ້າຂອງວຽກງານການສຶກສາຕະຫຼາດກາກບອນແບບສະໝັກໃຈ (Voluntary Carbon Market Study), ມາດຕະຖານສາກົນດ້ານການລາຍງານການເງິນກ່ຽວກັບການເປີດເຜີຍຂໍ້ມູນຍືນຍົງ ລວມທັງ ສູນໃຫ້ຄວາມຮູ້ກ່ຽວກັບວຽກງານການເປີດເຜີຍຂໍ້ມູນກ່ຽວກັບຄວາມຍືນຍົງ, ການພັດທະນາບົດແນະນໍາການເງິນໃນໄລຍະຂ້າມຜ່ານຂອງອາຊຽນ (ASEAN Transition Finance Guidance) ຊຶ່ງມີແຜນໃນການພັດທະນາບົດແນະນໍາດັ່ງກ່າວ ສະບັບທີ 2 ໃນປີ 2024, ໂຄງການຂໍ້ລິເລີ່ມໃນການຮ່ວມມືລະຫວ່າງອາຊຽນ-ຍີ່ປຸ່ນ, ການສະໜັບສະໜູນຂອງ ADB ໃນການພັດທະນາການເງິນຍືນຍົງໃນອາຊຽນ, ຄວາມຄືບໜ້າ ແລະ ແຜນໃນຕໍ່ໜ້າຂອງບັນດາໜ່ວຍງານຂອງຄະນະທີ່ປຶກສາດ້ານອຸດສາຫະກໍາ (Industry Advisory Panel Working Group), ນໍາສະເໜີກ່ຽວກັບຮູບແບບການສ້າງສູນລວມການເງິນຍືນຍົງຂອງອາຊຽນ ແລະ ແຜນການເຄື່ອນໄຫວວຽກງານຂອງຄະນະຮ່ວມຂອງ WC-CMD ແລະ ACMF ໃນການພັດທະນາການເງິນຍືນຍົງ ສົກປີ 2024-2025.

ກອງປະຊຸມໄດ້ດໍາເນີນເປັນເວລາເຄິ່ງວັນ ດ້ວຍບັນຍາກາດອັນຟົດຟື້ນ ແລະ ບັນລຸໝາກຜົນຢ່າງຈົບງາມຕາມຈຸດປະສົງຄາດໝາຍໄວ້. ພ້ອມດຽວກັນນີ້, ຜູ້ເຂົ້າຮ່ວມກອງປະຊຸມ ກໍ່ໄດ້ສະແດງຄວາມຂອບໃຈ ແລະ ຊື່ນຊົມມາຍັງ ສປປ ລາວ ໃນການເປັນເຈົ້າພາບ ແລະ ຕ້ອນຮັບຢ່າງອົບອຸ່ນ. ໃນຕອນທ້າຍຂອງກອງປະຊຸມ ສໍານັກງານຄະນະກໍາມະການຄຸ້ມຄອງຫຼັກຊັບ ໃນນາມ ປະທານ ACMF ໄດ້ກ່າວຂອບໃຈ ປະທານຮ່ວມ WC-CMD ແລະ ຜູ້ເຂົ້າຮ່ວມທຸກທ່ານທີ່ໄດ້ປະກອບສ່ວນປຶກສາຫາລືຕໍ່ບັນຫາຕ່າງໆຢ່າງກົງໄປກົງມາ ເພື່ອສືບຕໍ່່ການຮ່ວມມື ໃນການຈັດຕັ້ງປະຕິບັດແຜນງານໂຄງການ ແລະ ແນວຄິດລິເລີ່ມຕ່າງໆ ໃນຕໍ່ໜ້າ.

On the 22nd February 2024, Lao PDR successfully hosted the Working Committee on Capital Market Development and the ASEAN Capital Markets Forum (WC-CMD-ACMF) Joint Meeting in Vientiane under the Lao PDR’s Chairmanship of ASEAN 2024. This meeting was co-chaired by the Lao Securities Commission Office (LSCO) as ACMF Chair and the Ministry of Finance and Economy of Brunei Darussalam and the Securities and Exchange Commission Philippine as WC-CMD co-chairs, and was attended by delegates from 10 ASEAN Member States (AMS), ASEAN Secretariat (ASEC), Asia Development Bank (ADB), the Sustainable Finance Institute Asia (SFIA) and other international organizations.

During this meeting, various topics were updated, discussed and agreed including an update on the Voluntary Carbon Market Study, the ACMF-IFRS Foundation Dialogue on the IFRS Sustainability Disclosure Standards and the Sustainability Innovation Lab, the ASEAN Transition Finance Guidance and its development plan of version 2 in 2024, the ASEAN-Japan cooperation through Asia Green Transformation (GX) Consortium, recent achievements and next steps of the strengthening ecosystem for sustainable finance in ASEAN, the work progress and the next steps of Industry Advisory Panel Working Groups, the concept note regarding the establishment of ASEAN Sustainable Finance support hub and Joint Sustainable Finance Working Group (JSFWG) Plan for 2024-2025.

The WC CMD-ACMF Joint meeting was successfully concluded within half of a day, with joyful and fruitful discussion. Furthermore, the delegates expressed their appreciation to the Lao PDR for the excellent arrangement and warm hospitality. At the end of the meeting, LSCO as ACMF Chair thanked WC-CMD co-chairs and delegates for their active and constructive discussion to continue the cooperation in implementing the work plans and initiatives in the future.
