Under the remarkable cooperations between the two capital market regulators, the Lao Securities Commission Office (LSCO) and the Securities and Exchange Regulator of Cambodia (SERC) signed the Memorandum of Understanding (MoU) on August 10, 2023, in Phnom Penh, Kingdom of Cambodia. The MOU was signed by Mrs. Fongchinda Sengsourivong, Secretariat of the Lao Securities Commission, Director General of LSCO, and H.E Sou Socheat, Delegate of the Royal Government in charge as Director General of the SERC, with the presence of market participants from both sides. The MoU highlights the strengthening of collaborations in the areas of mutual regulatory interests, such as policies, exchanging information, technical assistance, supervision, and inspection of securities activities. These would develop the two countries regarding the capital markets achievement.

Following the signing of the MoU, the LSCO and SERC held the first bilateral meeting and signed the first Minute of Meeting (MoM). The two parties agreed on the cooperation plan for 2023, particularly organizing the seminar to share experience in the areas of regulating and solving problems in securities activities, encouraging investing activities in the capital market, and promoting cooperation and integration between both countries.

Furthermore, the bilateral cooperation plan for the year 2023 was implemented by organizing a seminar to share the lessons leant regarding the issuance of the Green Bond that was introduced in the first time in Cambodian securities market. This seminar provided the process of preparations, policies and related regulations, challenges, and further implementation plans. On the same day, the delegation met and visited the Cambodian Stock Exchange, SBI Royal Securities Company and a listed company, named Golden Tree Co., Ltd to illustrated the successful case of such issuance.
