Lao Securities Commission (LSC) together with the neighbor regulators agreed to collaborate between each other concerning Securities Supervisory and Information Exchange. Consequently, LSC has signed the Memorandum of Understanding with State Securities Commission of Vietnam, China Securities Regulatory Commission, and the Securities and Exchange Commission of Thailand.

• 1. State Securities Commission of Vietnam (SSC)

  The Memorandum of Understanding on Information Exchange and Mutual Assistance was signed on 19 August 2011.

  The cooperation between the LSC and the SSC is a unique cooperation and has been strengthening progressively. Both regulators have been working closely together in various aspects such as co-conducting workshops/seminars for high ranking officials of the Lao PDR; providing informative and useful comments to the draft laws, draft LSC regulations, and draft strategic plan on capital market development of the Lao PDR. Additionally, the SSC also regularly provides on-the-job training at the SSC office, exchanges, and securities depository center of Vietnam for the staffs of Lao Securities Commission Office (LSCO).

  Since the MOU had been signed, both parties agreed to meet annually at the end of each year in order to share experiences on capital market development of each country and to discuss on cooperation plan for the upcoming year. The venue of meeting shall take turn between two countries.

• 2. China Securities Regulatory Commission (CSRC)

  The Memorandum of Understanding regarding Securities and Futures Regulatory Cooperation was signed on 19 September 2011.

  As well as the cooperation with other countries, the collaboration between the LSC and the CSRC has been further intensified. Recently, the CSRC has provided many assistance to the LSC as receiving the staffs of Lao Securities Commission Office (LSCO) to go on-the-job training in China; providing advisory comments to the draft strategic plan on capital market development of the Lao PDR as well as sharing experiences in answering the questionnaires under the Multilateral Memorandum of Understanding of the International Organization of Securities Commissions (IOSCO); co-conducting workshops/seminars on capital market development to the market participants and high ranking officials of the Lao PDR and participating in the 5th Mekong Capital Markets Cooperation (MCMC) Meeting hosted by the Lao PDR in June 2015 to sharing knowledge and experiences of the CSRC with MCMC members, namely: Securities and Exchange Commission of Cambodia, Lao Securities Commission Office, the Securities and Exchange Commission of Thailand, and State Securities Commission of Vietnam.

• 3. The Securities and Exchange Commission of Thailand (SEC)

  The Memorandum of Understanding concerning Consultation and Cooperation and the Exchange of Information was signed on 29 June 2011.

  Since the MOU had been signed, the bilateral cooperation between the LSC and the SEC has been firmly tightened. Both organizations have been sharing knowledge and experiences on capital market development through various channels like providing comments to the LSC regulations; co-conducting workshops-seminars for market participants as well as capacity building program for the staffs of Lao Securities Commission Office (LSCO); and arranging on-the-job training for LSCO’s staffs, etc.

  Recently, there is one (01) more MOU had been signed between both parties in February 2015 which is the Memorandum of Understanding concerning Cooperation and Exchange of Information on Cross-Border Debt Securities Offering.

  Besides the cooperation with above mentioned countries, the LSC also has had bilateral cooperation with many countries and international organizations and been working closely with such as S. Korea Ministry of Justice, Securities Commission Malaysia, RAM Malaysia (Credit Rating Group), World Bank , International Financial Corporation (World Bank Group), Asian Development Bank, International Monetary Fund, Financial Service Agency Government of Japan (FSA), Japan Securities Dealer Association (JSDA), and Organization Economic Co-operation and Development (OECD).
